      <image:caption>The Housing Choice Voucher (HCV) Program, formerly known as "Section 8," allows eligible participants who receive vouchers to search for their own privately owned housing, which may include single-family homes, townhouses, and apartments. The Mainstream Voucher Program assists non-elderly persons with disabilities. Aside from serving a special population, Mainstream vouchers are administered using the same rules as the HCVP.
